Shavkat Miromonovich Mirziyoyev was born on July 24, 1957, in the Zomin district of Jizzakh region, into a family of doctors. He is of Uzbek nationality. He holds a higher education degree; in 1981, he graduated from the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. He is a mechanical engineer by profession. He is a Candidate of Technical Sciences and an associate professor.

He began his career in 1981 at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, where he worked as a junior researcher, senior lecturer, associate professor, and vice-rector for academic affairs.

In 1990, he was elected as a deputy of the Supreme Soviet of the Republic, and at the same time, he served as the chairman of the Mandate Commission.

In 1992, he was appointed Hokim (Governor) of the Mirzo Ulugbek district of Tashkent. From 1996 to 2001, he served as Hokim of Jizzakh region, and from 2001 to 2003, he served as Hokim of Samarkand region, contributing significantly to the socio-economic development of these districts and regions.

Concurrent with his work in the executive branch, from 1995 to 2003, he served as a deputy of the Oliy Majlis of the Republic of Uzbekistan, actively participating in the development and adoption of important legislative acts aimed at the country's political, socio-economic development, and implementation of democratic reforms.

In 2003, Sh.M. Mirziyoyev was confirmed as Prime Minister of the Republic of Uzbekistan and was reconfirmed for this position three more times — in 2005, 2010, and 2015 by the chambers of the Oliy Majlis.

Since the very first days of our country's independence, Sh.M. Mirziyoyev has earned the high trust of the First President of the Republic of Uzbekistan, Islam Karimov, and has been working effectively as his close colleague and associate.

As the head of the Government, Sh.M. Mirziyoyev demonstrated his high potential and skilled organizational abilities in implementing large-scale socio-economic reforms, modernizing and renovating the country, implementing large and unique projects, prioritizing the development of private property, sharply increasing the share of small business and private entrepreneurship in the economy, and further strengthening their legal protection.

He prioritized industrial development of the national economy, increasing the republic's export potential, radical reform of the agrarian sector, especially the development of the farming movement, deep processing of agricultural products, ensuring food security in the republic, and providing the population with guaranteed and affordable products.

He implemented broad-scale and effective measures aimed at radically improving the living and working conditions of the population through large-scale construction and improvement works in all regions of our country, providing quality municipal services to the population, and complex development of cities and districts, especially remote rural districts.

Along with socio-economic issues, the development of education, science, and healthcare systems based on modern requirements, creating worthy conditions for the healthy and harmonious development of youth, and strong protection of motherhood and childhood occupied an important place as priority tasks in Sh.M. Mirziyoyev's activities.

He paid a high level of attention to increasing the prestige and authority of the mahalla, a unique self-governing institution, as well as strengthening their position in society by widely involving other public organizations in democratic reforms, and cherishing and consistently developing national spiritual values.

In addition to the above, in the implementation of economic and social tasks, he directly led the efforts to achieve agreements serving the national interests and economic development of our country by strengthening comprehensive mutual cooperation with foreign countries and international structures, as well as international financial institutions.

On September 8, 2016, at a joint session of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, in accordance with the joint decision of the parliamentary chambers, the duties and powers of the President of the Republic of Uzbekistan were temporarily assigned to Prime Minister of the Republic of Uzbekistan Sh.M. Mirziyoyev.

Sh.M. Mirziyoyev is married and has two daughters, one son, and five grandchildren. His wife, Z.M. Hoshimova, is an engineer-economist by training and is currently a housewife.

For his many years of effective work in state and administrative bodies and his enormous contribution to the prosperity of our country and the elevation of our people's well-being, Sh.M. Mirziyoyev has been awarded the «Mehnat shuhrati» (Glory of Labor) and «Fidokorona xizmatlari uchun» (For Selfless Service) orders.
