Born in 1958 in Tashkent. Nationality - Uzbek.

He has a higher education. He graduated from Tashkent State University and the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers.

He is a Candidate of Economic Sciences.

From 1982-1988, he held various executive and leadership positions in party organizations in the Jizzakh and Tashkent regions. 1990-1991 — Chairman of the Board of the „Ipak Yoʻli“ (Silk Road) Bank of the Republic of Uzbekistan. 1991-1998 — Chairman of the Board of the National Bank for Foreign Economic Activity of the Republic of Uzbekistan. 1998-2000 — Minister of Finance of the Republic of Uzbekistan. In 2000 — Deputy Prime Minister of the Republic of Uzbekistan — Minister of Finance. 2000-2003 — Deputy Prime Minister of the Republic of Uzbekistan — Minister of Macroeconomics and Statistics. 2003-2005 — Minister of Foreign Economic Relations of the Republic of Uzbekistan. 2005-2008 — Minister of Finance of the Republic of Uzbekistan. From November 22, 2008, to 2016 — First Deputy Prime Minister of the Republic of Uzbekistan — Minister of Finance, Head of the Complex for Macroeconomic Development. From December 15, 2016, to June 2017 — Deputy Prime Minister, Head of the Complex for Macroeconomic Development. Currently, he is the Chairman of the "Oʻzbekinvest" National Export-Import Insurance Company.
